1. Is the VA only looking for a company that already has an existing software similar to the existing one?
2. Are startups encouraged to participate?
3. If all criteria are equal, would being a startup be a disadvantage?

    1. Is the VA only looking for a company that already has an existing software similar to the existing one?

    VA: No. We are looking for an application that meets the functional criteria as described in the challenge. This can be an existing code, a new code, or a hybrid. We are focused on the results, and not the path.

    2. Are startups encouraged to participate?

    VA: Absolutely. As long as the company or individual meets the qualifications set out in the guidelines, they are welcome to participate

    3. If all criteria are equal, would being a startup be a disadvantage?

    VA: No. We are focused on results and outcomes, not the size of the company.
