Question about the step 2A evaluation

In the 2A evaluation, evaluators will look at whether the solution satisfies the requirements in attachments A, B and C. A and C are pass fail and B is cored with points. Does that mean that the solution must meet each and every one of the requirements in A and C and failing one or more requirement on that list disqualifies the entire solution?

    To be successful an entry must meet all the requirements in Attachments A and C and must score well on the requirements in Attachment B.
